SENATE EXPECTED TO VOTE ON FOREIGN OPERATIONS
APPROPRIATION BILL THIS WEEK
Urge your Senator to support Baltic funding



This week it is anticipated that the full Senate will debate and vote on the Foreign Operations
Appropriation Bill of 1999, S. 2334.
Now is the time to urge Senators to support funding for the Baltics.



*CALL YOUR SENATORS TODAY



*Urge your Senators to take the following action:



1) Vote yes for the Foreign Operations Appropriation Bill, S. 2334
2) Support FULL FUNDING for assistance programs to the Baltics, particularly the
$15.3 million in Foreign Military Financing (FMF) for all three Baltic countries, determined
by the Committee on Appropriations



*Other assistance programs include:



A) International Military Education and Training (IMET)
B) Support for East European Democracy (SEED)
C) International Narcotics and Law Enforcement (INL)



Talking points:
1) The Baltic countries have made tremendous progress in implementing democratic
and economic reforms and are working to upgrade their military capabilities to
NATO standards.
2) Stability in the Baltic region enhances stability in Central and Eastern Europe which
is in the national security and economic interests of the U.S.
