Senate scheduled to vote on NATO resolution this week:
URGE YOUR SENATOR TO VOTE YES FOR
NATO ENLARGEMENT
This week the full Senate plans to debate and vote on the NATO resolution
for the ratification of Poland, Hungary and the Czech Republic to become
full NATO members. Many Senators have come out strongly in support of NATO
enlargement ratification. An overwhelming vote would enable the enlargement
process to continue. Others have voiced objections and want the process
to be delayed.
On February 27, 1998, Senator John Warner (R-VA) introduced a NATO EXPANSION
MORATORIUM CONDITION. Warner intends to bring this up on the Senate floor
when Members consider the resolution of ratification on the accession of
Poland, Hungary and the Czech Republic to NATO. The condition will serve
as a 3-year moratorium on future NATO expansions beginning on the date
of the accession of Poland, Hungary and the Czech Republic to NATO.
There are still many Senators who have not committed themselves to a
"yes" vote on NATO enlargement. You can still influence your
Senator before the vote. If your Senator is firmly in favor of enlargement
ratification, ask them to lobby their colleagues.

ACTION:
1. Call your Senator’s office today.
2. Urge your Senator to support NATO enlargement ratification by
voting "yes" and to lobby their colleagues to vote for NATO enlargement.
3. Urge your Senator to oppose a moratorium on the second round
of enlargement.
TALKING POINTS:
A) Any delay in the enlargement process provides an opportunity
for those whose aim is to destabilize Europe and compromise Western security.
B) Partial enlargement will leave a vacuum in Europe, encouraging
anti-Western forces in Russia.
C) A delay would adversely affect the interests of the United States.
D) NATO enlargement will promote continued economic and democratic
reforms in the region.
